In this episode, Joe and Alastor pose and Captain Blue and a made-up squid villain, respectively, in order to cheer up a little kid in the hospital voiced by Mona Marshall. It's an episode that leans hard into the comedy aspect of this franchise so there isn't a lot that needed censoring. When you don't need to cut for content, you cut for time.
In Japanese, Alastor's villain persona uses "chu" at the end of speaking as a verbal tic. The English version tries to give him his own forced speech quirk by extending the S sounds he makes. It's a little odd because "chu" is more associated with the smacking sound an octopus (or a kiss) makes while the extended S is usually a snake thing. Maybe the joke in English is Alastor couldn't come up with anything else.
After Joe's ridiculous hospital scene, the conversation with Joe and Junior in the hospital is cut a little short, but gets the same message across of Junior chastising him for irresponsibly eating too many cheeseburgers. Name me one other anime where that is a real reason to scold the main character.
The lingering shot of Joe and Junior peeking through the door is also cut a little short, including a moment where Junior reacts to the mom mentioning Captain Blue.
Outside of the hospital, Joe telling Junior his plan to imitate Captain Blue is cut a little at the start. He starts explaining on a shot of Junior in English.
The flashback to episode 5 is very shortened. A few shots of Billy and the horse's hooves are cut and it instead cuts straight to the image of the disguised Joe on his horse. The shot of Billy shooting at him while having one foot on Junior is replaced with one of the later close-ups from episode 5, except mirrored so that he's facing left. You can see that because the partially onscreen signs behind Billy in the shot are backwards, but since it's only for a split second you wouldn't see it unless you paused. It still cuts away before the guns actually fire onscreen, but curiously the gunshot sound effects are unedited. After that there's a few more shots from that episode before Junior saying that it's not Captain Blue. All cut for time and a good call to make the cuts there. It's not like the English version lost anything we haven't seen.

In the Japanese version the camera pans over to the hospital door and running footsteps are heard before Alastor bursts in. In English it cuts right to him bursting in.
Expo Dub: "Whoah wait! I can't see! This dumb headpiece is all..."
It was hard to tell if that was part of the act in the Japanese version because there he just makes dizzy noises.
The English version has Joe breaking character be a lot funnier. In the Japanese version Joe calmly talks normally for a moment to tell Tommy to stop hitting Alastor with a broom, but in the English version his different manner of speaking makes it a lot more jarring from his Captain Blue voice. "Yeah, but you can't just go waling on the dude's grape with a stick."
All in all, it's just time cuts. They did a good job of knowing where to make them, never losing any of the humor, plot points or character moments. This is the lightest of light editing.
