I suppose it's fine to make a Japanese PSN account (people do it all the time), but if you can't understand any of it the story is ruined and menus are harder to navigate. I'd recommend investing in a PS2 for the KOF enthusiasts because the previous console ports seem to be getting cheaper and the PS2 also has the underrated Maximum Impact games.
